The primary purpose of this position is Responsible to lead the Rapid Response Team (RRT) in the development of United States Special Operations Command's (USSOCOM) response to urgent requirements from the Special Operations Forces (SOF) Enterprise and/or fellow Combatant Commands and present those responses to the Vice Commander (VCDR) for consideration and decision.

Duties

Lead the Rapid-Response Team and provide subject-matter expertise of urgent acquisition requirements in conducting urgent-response activities. Serves as USSOCOM subject-matter expert in the Joint Requirements Oversight Council (JROC) process. Serves as USSOCOM subject-matter expert in all urgent acquisition requirement matters. Ensures the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Management and Program Analysis Series, 343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of advanced management and organizational principles and practices and a comprehensive knowledge of classified requirements regulations, guidelines, principles, and processes. Thorough knowledge of DOD and Service operations and planning in the classified environment and the way USSOCOM capabilities integration documents support operations and planning. Comprehensive knowledge of the Federal, DOD, and Service JCIDS processes. Thorough knowledge of USSOCOM and USSOCOM Component organizational goals and objectives, sequence, and timing of key operational events and milestones, and methods of evaluating the effectiveness of requirement process actions as related to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Thorough knowledge of the mission, roles, functions, organizational structures, and operations of USSOCOM and subordinate/component organizations to provide command-level staff guidance and/or conduct studies to determine SMA classified requirement needs. Comprehensive knowledge of qualitative and quantitative techniques to apply Joint Chiefs of Staff, Department of Defense, and Command Management principles, concepts, and methodologies, as well as Joint Capabilities Integrations and Development System (JCIDS) policies, directives and procedures. Additionally, possess expert knowledge and understanding of the Special Operations Capabilities Integration and Development System (SOFCIDS) and how it nests with JCIDS. Expert ability to plan, organize, and direct the functions and supervise, mentor, motivate, and provide leadership of a team consisting up to 30 O-6/GS-15 equivalent and below. Analytical ability to gather, assemble, analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, reports, or papers suitable for executive-level management use and decision making. High degree of skill in communicating both orally and in writing; negotiates complex issues and maintains good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
