DCSA's Cyber Mission Center is seeking a Supervisory Program Manager who serves as the Branch Chief for Program Management Branch. Responsibilities include Acquisition leadership for defining and implementing acquisition and contracting strategies, acquisition direction for DCSA Cyber Mission Center Programs, and making decisions that affect the resources (people, budget, and material).
Duties
As a SUPERVISORY PROGRAM MANAGER you will be responsible for the following duties:
-- Lead the Program Management Branch planning activities in providing direction to the team.
-- Plan, coordinate, and provide Program Management and/or Contract Management support for the DCSA Cyber Mission Center (CMC) capabilities and services.
-- Analyze and manage program cost, schedule, technical performance, risk, budgets, acquisitions, and contracts.
-- Develop acquisition and strategic plans.
-- Serve as the lead CMC representative to complete DCSA's governance processes.
-- Articulate and communicate assignments, projects, problems to be solved, actionable events, milestones, and /or program issues under review, and deadlines and timeframes for completion.
-- Establish and maintain liaison with various elements of DCSA management and other DoD agencies.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes: Expert experience collaborating across boundaries to build strategic relationships and achieve common goals. Expert knowledge and experience in the field of cyber counterintelligence (CI) planning, programming, budgeting, and execution process. Mastery of written and oral communications at multiple levels are essential for this position. This position requires a current Project Management Professional (or equivalent) certification.
