About the Position: This position is located within the U. S. Army Military Police School, Dir of Training and Education, at Ft Leonard Wood, Missouri. Ft Leonard Wood is located in the beautiful South-Central Missouri Ozarks. Bordering the installation to the north are the towns of Waynesville/St. Robert and Interstate 44. St. Louis is a two hour drive to the east along I-44 and Springfield is a little more than an hour's drive to the west of Ft. Leonard Wood.

Duties

Apply hardware and software inconsonance with the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) process in support of the Corps training mission. Conduct job/duty analysis to establish total individual task inventory; coordinating selection of critical individual tasks to produce critical individual task inventory. Maintain an audit trail that includes documentation to support the decisions made and actions taken for each phase of the process. Coordinate design process to translate analyses data into a structure or blueprint for training with the assistance of Subject Matter Experts (SMEs). Serve as training developer in the development and validation of course management documents, Programs of Instruction (POI), Course Administrative Data (CAD), supporting courseware, and training materials. Prepare written reports identifying problem areas and viable solutions to be used in formulating recommendation to modify course curricula, training material, and instructional techniques. Perform duties as a Certified Contract Officer's Representative (COR) for contracts, to include development of Performance Work Statements, cost analysis, and technical review/approval of contractor products. Provide training and assistance to other lower-level Instructional Systems Specialists, Training Specialists, and soldiers as needed during the analysis, design, development, and evaluation of training products.

You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Instructional Systems Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Conduct analysis to determine educational effectiveness; 2) Revise pertinent educational products in accordance with appropriate educational techniques; 3) Collaborate with subject matter experts to ensure that current courses meet training needs; AND 4) Provide guidance and information pertaining to current educational trends and issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education. (Note: You must attach a copy of your Transcripts) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts) You will be evaluated on the basis of your level of competency in the following areas: Instructional and Performance Support TechnologyInstructional DesignNeeds/Occupational Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
