About the Position: This position is located at the U.S. Army Maneuver Support Center of Excellence, TPO-Protection, at Fort Leonard Wood, Missouri. Fort Leonard Wood is located in the beautiful South-Central Missouri Ozarks. The Fort covers more than 61,000 acres and is located in Pulaski County, bordering Waynesville/St. Robert and Interstate 44. St. Louis is a 2-hour drive east and Springfield is a 1-hour drive west of Fort Leonard Wood.
Duties
Utilize cutting-edge instructional technology to create self-paced, distance learning, or simulation-based training products.
Apply the Analysis, Design, Development, Implementation and Evaluation (ADDIE) process in the development/design of instructional products.
Analyze instructional materials to ensure compliance with policy guidance.
Identify job requirements, duties, tasks, and elements to establish a framework for occupational training.
Perform editorial functions on instructional material, official documents, and correspondence.
Maintains liaison with TRADOC, DA, MSCoE Quality Assurance Office and other divisions within the organization for the purpose of obtaining policy guidance and keeping up to date with changes as they occur.
Performs as instructor for SRC 37 training products developed by subject-matter experts and contractor personnel.
Works under the general supervision of the Chief, Training Development Branch, TPO-Protection, Maneuver Support Center of Excellence, working with the Lead Training Development Specialist and course instructors.

- Obtains and maintains Secret Clearance.
- This position requires that the employee occasionally travel away from the normal duty station up to 15% of the time.

Specialized Experience at the GS-07 level: One year of specialized experience which includes: performing learning analysis for course development, coordinating with internal and external agencies to develop plans to accomplish the training development requirements, and applying the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) process in support of a training mission. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education.
OR
Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;
OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.;

Specialized Experience at the GS-09 Level: One year of specialized experience which includes: performing learning analysis for course development, coordinating with internal and external agencies to develop plans to accomplish the training development requirements, applying the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) process in support of a training mission, and preparing reports to analyze multiple instructional objectives. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience at the GS-11 level: One year of specialized experience which includes: performing learning analysis for course development, coordinating with internal and external agencies to develop plans to accomplish the training development requirements, applying the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) process in support of a training mission, preparing reports to analyze multiple instructional objectives, and developing test items to identify learning objectives. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Education
Basic Requirement for Instructional Systems Specialist:
Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
