About the Position: This position is located at the U S Army MSCoE, Command Element, G3 Academics on Fort Leonard Wood. Fort Leonard Wood is located in the South-Central Missouri Ozarks. The Fort covers more than 61,000 acres and is located in Pulaski County, Mo. Bordering the installation are the towns of Waynesville/St. Robert and St. Louis is a 2hr. drive to the East along I-44 and Springfield is an hour's drive to the West of Fort Leonard Wood.

Duties

Prepare written reports, identify problem areas and viable solutions to be used in formulating recommendation to modify course curricula, training material, instructional techniques. Use knowledge of instructional technologies, strategies, and models to design and develop multimedia, distance learning and training simulations. Conduct doctrine, and mission analysis involving literature review and data collection to compile total task inventory. Perform and coordinate the design process to translate analyses data into a structure or blueprint for training with the assistance of subject-matter experts. Serve as training developer, developing and validating course management documents, Program of Instruction, course Administrative Data and training materials. Monitor instruction conducted by the instructional departments to ensure conformity with current, approved course control documents. Perform and coordinate results the document results of analysis process to identify and describe individual tasks. Use knowledge of instructional technologies, strategies, and models to design and develop multimedia, distance learning and training simulations.

Requirements

  • Incumbent is required to complete the Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).

Basic Requirement for Supervisory Instructional Systems Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. (NOTE: You must attached a copy of your transcript.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: developing course material by utilizing automated training development tools such as the Training Development Capability (TDC) database; developing/validating course management documents; monitoring instruction conducted to ensure conformity with current, approved course materials; and performing learning analysis by using an instructional system design model (such as the Analysis, Design, Development, Implementation and Evaluation (ADDIE) process to identify enabling learning objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Instructional and Performance Support TechnologyInstructional DesignInstructional ImplementationInstructional Program AdministrationManaging Human Resources Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
