This Position is located in the Operations Directorate, Operations Resource Management Office, DO-J8.

Duties
Monitors a variety of financial management and statistical trends and prepares appropriate analytical reports for the mission area/product line manager on cost, status of funds, expenses and obligations.
Develops recommendations involving substantive impacts on policies, procedures, systems, and operations of the mission area/product and DFAS.
Performs analysis on complex financial problems within the product line and prepares staff papers to support recommendations, solutions, and taskings.
Coordinates with site budget teams, mission area managers, peers, and lead to validate work counts, work years, and dollar requirements. Resolves issues with questionable data.
Provides policy interpretations and functional recommendations to mission area managers/site budget teams on diverse financial management issues.
Coordinates and submits the work count and budget formulation submissions for mission area/product line.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

FOR ENTRY AT THE GS-11 LEVEL:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-09 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Financial analysis to recommend process improvements; analyze the impact of applicable laws and regulations on financial policies and operations and recommend changes to maintain compliance in work processes.
FOR ENTRY AT THE GS-12 LEVEL:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Financial analysis and business operations analysis in support of the mission area/product line with experience in the areas such as : staffing strategies and labor execution analysis, productivity analysis, manpower, cost/benefit analysis, resource management, performance metrics; MUST have experience with working capital funds and budget analysis/formuation/execution.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
FOR ENTRY AT THE GS-11 LEVEL:
Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
