Duties
This position requires military membership in the Puerto Rico Army National Guard (PRARNG).
Selected applicant(s) will be required to complete an online Onboarding process.
Requirements
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation. Must be able to obtain and maintain the appropriate SECRET security clearance of the position within a year of appointment.
- Continued employment in this position is contingent upon successful completion of the physical examination and periodic medical evaluation thereafter.
- Loss of military membership will result in immediate loss of your full-time military technician position.
- Excepted Civil Service Technicians are required to maintain a MOS and military grade that is determined by the NGB to be compatible with the assigned technician position.
- Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
- Must possess a valid PR State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
Qualifications
AREA OF CONSIDERATION:

Area 1 = All permanent Enlisted members employee (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite Enlisted members employee (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 3 = Enlisted currently serving members of the Puerto Rico Army National Guard.
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

DUTIES:
As a PUBLIC AFFAIRS SPECIALIST (D2400000), GS-1035-9, you will serve as the Social Media Content Specialist responsible for developing modern and engaging content to support the battalion's engagement strategy for reaching its internal and external audiences as part of the recruiting and retention mission for the ARNG. This position will assist the Marketing and Advertising NCOIC with planning social media strategies and content to communicate the ARNG Recruiting and Retention Command's communication focus areas, priorities and missions at the battalion level. This position will engage with audiences on the battalion's social media platforms, provide content to support Recruiting and Retention Company level social media pages, and will also establish and maintain working relationships with social media counterparts at the Recruiting and Retention headquarters.
PHYSICAL DEMANDS:
The work is primarily sedentary; however, there is some walking, standing, bending, and carrying of light objects (paper, books, etc).
WORK ENVIRONMENT:
The work involves everyday risks and discomforts typical of offices and meeting rooms. The work area is adequately lighted, heated, and ventilated.
QUALIFICATIONS:

GENERAL EXPERIENCE:
Experience, education or training in administrative, professional, investigative and/or technical work. Experience evaluating information and/or using analytical skills to disseminate effective communication. Experience in compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Experience using computers and automation systems.
SPECIALIZED EXPERIENCE:
Applicantmust possess at least ONE (1) year at next lower-level GS-07 or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as applying modern, industry techniques to tell the Army's story and communicate Army recruiting priorities on the recruiting battalion's official social media platforms; planning and creating multimedia content; operating of social media platforms; ensuring all social media pages maintain consistent messaging and provide accurate, policy-compliant, engaging and timely information; knowing of DOD and Army policies regarding social media; assisting with managing the battalion's Social Media Content Calendar; working regularly with USAREC's web content manager and social media marketing representative; attending working groups, operational planning teams and in progress reviews with battalion and brigade staff; understanding how to access social media platform metrics and assisting the Advertising and Public Affairs Chief; providing or coordinating for social media coverage of major communication events and efforts using the battalion's official social media platforms; providing updates to brigade and USAREC headquarters regarding upcoming social media activity; researching new and innovative tools, programs, systems, software, services and social media industry; assisting Advertising and Public Affairs Chief with preparing social media training and educational materials.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Successful completion of a full 4-year course of study in fields listed below leading to a bachelor's degree, in an accredited college or university, (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience. Courses must be directly related to the work of the position.
