Requirements

  • Federal employment suitability as determined by a background investigation. The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • May be required to successfully complete a probationary period.
  • Work may require access to classified information. Must be able to obtain and maintain a Secret security clearance within one year of appointment as a condition of continued employment.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver’s license is required.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless approved in advance by TAG.
  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for this position. Successful completion of courses will be accomplished IAW applicable DoD, AF and NGB regulations.

Qualifications

The applicant is credited with actual number of months the member has been in the military provided such service is related to the position to be filled. DUTIES: As a Public Affairs Specialist, GS-1035-13, NGT5276000, you will be responsible for all Army and Air National Guard public, community and media relations within the state and for providing supervision and direction to the staff of the Joint Force Headquarters - State (JFHQ-State), Public Affairs Office, as well as field and unit public affairs specialists and Mobile Public Affairs Detachments (MPADs) personnel covering the region. PHYSICAL DEMANDS: The work is often performed in an office setting involving little or no physical demands. However, frequent visits out to field training sites which include participation in exercises and military support operations require extended periods of walking, stooping, bending, walking on uneven surfaces, etc. The position also regularly requires work hours well beyond those associated with a typical 8 hour day or 40 hour week. WORKING ENVIRONMENT: Work is often performed in an office setting but regularly involves transportation aboard tactical military aircraft (helicopters and fixed wing transport aircraft) and work in field training and operational environments. These transportation and field setting environments usually require personal protective equipment due to the inherent safety risks involved. SELECTED FACTOR: (Education and experience requirements) The applicant must have 4-year course of study (bachelor's degree related). As GS-13 must meet education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Plan and organize work Communicate effectively orally and in writing (English and Spanish). NOTE: Copy of official/student transcripts showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume. See education section for substitution requirements for specialized experience at the next lower grade level. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year of the specialized experience at the next lower-level GS-12 or THIRTY SIX (36) month of specialized experience performing or supervising duties such as serving as conducts in-depth research, synthesizes the information and presents it to the media or public; evaluating the effectiveness of the public affairs program, analyzing feedback from the media and public, and developing recommendations to improve the internal operation and enhance the overall public affairs program; initiating and maintaining effective working relationships with the general public, specialized groups, the news media and community and governmental entities; accurately and promptly responds, in written and oral form (English and Spanish), fluidity of communication to inform the public and news media; meetings with nationally known members of the news media, national leaders of civic or trade organizations having an interest in or affected by agency policies or programs; regularly conducts Deterrence Media Operations, fully and truthfully informing the public; plans, directs, and executes command/internal information, media and community relations campaigns; adapting or modifying strategies or plans to more effectively communicate programs and functions, and providing information to refute undue criticism; researching the demographics of the target audience and using this information to select the most effective media communication method.
