Requirements

  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
  • Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
  • Must possess a valid PR State driver?s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
  • Must be able to obtain and maintain the appropriate SECRET security clearance for the position.
  • Federal employees currently serving in the excepted service (Title 32) must acknowledge they will voluntarily leave the Title 32 excepted service by accepting an offer of employment for this NG Title 5 excepted service position.
  • Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
  • Position designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration and will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent employees (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite employees (NG T32/NG T5) within Puerto Rico Army National Guard. Area 3 = Current serving members of the Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates). DUTIES: As a PUBLIC AFFAIRS SPECIALIST (NGT5169000), GS-1035-11, you will assist the state's Public Affairs (PA) Officer at the strategic and operational level, with particular emphasis on developing segments of more complicated or sensitive communications campaigns and executing the National Guard Bureau's (NGB's) communication objectives. PHYSICAL DEMANDS: Work is performed in an office or equivalent setting. The incumbent may travel occasionally for training and/or staff visits. However, there are no special physical demands involved in performing the work of this position. WORKING ENVIRONMENT: The work environment involves everyday risks or discomforts, requiring normal safety precautions typical of office settings or commercial vehicles such as planes or automobiles. The work is adequately lighted, heated and ventilated. GENERAL EXPERIENCE: Experience, education or training in administrative, professional, investigative and/or technical work. Experience evaluating information and/or using analytical skills to disseminate effective communication. Experience in compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Experience using computers and automation systems. SPECIALIZED EXPERIENCE: Applicant must possess at least TWELVE (12) months at the next lower level GS-09 or THIRTY-SIX (36) months of specialized experience performing or supervising duties such as assists the Public Affairs Officer in the formulation of long-range plans and policies; researching and developing informational materials and complete communication campaigns; preparing materials explaining or describing the mission of the NG, NG accomplishments, policies, programs or actions taken; coordinating the analysis of response data on communication campaign effectiveness; responding to media requests for information of both a routine and controversial nature; preparing or assembling information kits and editing informational materials drafted by subordinate; coordinating media interviews, arranging photographic and electronic media coverage; maintaining close working relationships with officials of various civic, media and community groups and Department of Defense personnel, as well as state and national government officials outside the NG; providing training on PA program policies, practices and processes; coordinating and evaluating the effectiveness of training and training materials; developing recommendations for program enhancement; reviewing all press releases, feature stories, background statements, special reports, etc., prior to their release to the media; creating new or adapting or modifying accepted communication campaign formats.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Successful completion of a full (4) FOUR year of study in any field leading to a bachelor's degree, in accredited college or university, (30 semester's hours or 20 classroom hours of instruction per week), meet the GS-5 level requirement.

OR

Successful completion of master's or equivalent degree, in accredited college or university, (30 semester's hours or 20 classroom hours of instruction per week), meet the GS-7 level requirement.

OR

2 full years of progressively higher-level graduate education to such a degree or LL.B or Ph.D. or equivalent doctoral degree (30 semester's hours or 20 classroom hours of instruction per week), meet the GS-9 level requirement.
