About the Position: Fort Buchanan is located near San Juan, Puerto Rico, within a short drive from the Luis Mu?oz Marin International Airport, Old San Juan, and most popular tourist attractions and beaches. PR is designated as an OCONUS Non-foreign area. Salary shown in this announcement includes a Locality Payment of 16.20% for this Non-Foreign Area. An adjusted Cost of Living Allowance (COLA) rate of 2.99% is not reflected in the salary shown.
Duties
Develop communication plans for key issues by gathering pertinent information, i.e., determining the purpose, proposed communication method,
Evaluate trends in public opinion to determine public attitudes and perceptions and to identify and relate command policies with community interest.
Interview subject-matter experts to obtain information for use in social media, news releases, publications, briefings, and feature articles.
Brief news media representatives on programs, projects, and activities to explain their impact on various public and private interests.
Give audio-visual presentations to inform various internal/external audiences of the objectives and activities provided by the installation?s program. working relationships with external contacts and staff members
Assist in the planning or directing of programs to maintain favorable public perception of the organization?s accomplishments, agenda, or environmental responsibility.
Develop materials for and maintain social media to include scheduled and unscheduled postings (such as Facebook, Twitter, and webpage) to increase communication with various target audiences.
Produce written material in order to achieve an understanding of various viewpoints.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 5 % of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes: specialized experience in writing skills and technical competence is a must upon entry level to conduct research, manage and coordinate the production of command information content in a timely and accurate manner, to post and maintain messages on social media, which included the Installations webpage and newspaper with minor revisions to content/grammar or spelling. This includes photo and/or video coverage to visually communicate the information.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
