This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is assigned to Project Manager Electronic Warfare and Cyber under PEO IEW&S at duty station Aberdeen Proving Ground, MD. PM EW&C's mission is to develop and field integrated capabilities for spectrum warfare.
Duties
Performs budget execution tasks and prepares financial reports for reporting cycles.
Reviews, analyzes, and evaluates accomplishment of the overall program by review of reports, studies, products, and information provided by staff members, support personnel, contractors, and other agencies.
Develops effective methods to the task and evaluate support work, solve problems, respond to data calls, correct deficiencies, and assure that program objectives are met.
Reviews reports of budget and program activities and determines the amount of time for issuance of funding documents to meet pre-established goals.
Analyzes, develops, and evaluates detailed plans, goals, and objectives for short and long-range implementation of assigned operations and programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- A one-year probationary period may be required.
- The duties of this position require occasional temporary duty (TDY) travel up to 10% of the time.
- Financial Management Level 2 certification is required within 24 months of entry on duty.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business - Financial Management Certification within 5 years of entrance on duty.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually and thereafter.

Specialized Experience: One yearof experience which includes: 1) Analyzing program plans, objectives, and budget justification documents to ensure well balanced executable programs; 2) Utilizing financial databases and/or systems to prepare funding related documents; and 3) Monitoring and analyzing the execution of an approved budget.
This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
