You will serve as an SAFETY & OCCUPATIONAL HEALTH MANAGER in the US FLEET FORCES COMMAND of COMNAVSURFLANT.
Duties
You will serve as the Principal Program Manager to the FSO providing program process and oversight continuity as the Afloat and Shore SOH Program manager, the Hazardous Material Control and Management (HMC and M) Assistant Program Manager.
You will serve as the Safety Liaison Civilian providing program policy and development, implementation, inspection, equipment review, coordination and oversight to CNSL directorates, ships and shore facilities for the SOHM and HMC and M.
You will serve as the Fall Protection Program Manager and Competent Person for both East and West coast Surface Forces.
You will be responsible for providing SOH technical and administrative support and assistance to the CNSL FSO and all components of the command in the implementation of the Navy’s SOH Program
You are responsible for providing Hazardous material (HM) policy guidance, technical support and assistance to all components of the command working in coordination with the N41 HMC and M Program Manager and staff.
You will be responsible for providing fall protection policy guidance, technical support and assistance to all CNSL and CNSP staffs and subordinate commands.
You will serve as the principal authority and advisor to CNSL pertaining to the development of SOH policy and procedures.
You will provide direction, assistance and guidance to all CNSL afloat and shore activities on problems pertaining to technical aspects of the safety and occupational health program which cannot be resolved at the activity level.
You will lead, organize, and coordinate CNSL Ship and Shore Readiness and Material Inspections
You will prepare written reports and advise Commanding Officers and CNSL leadership of program status, weaknesses, and make recommendations for program improvement.
You will review and evaluate engineering criteria used for future facilities and selected shipboard alterations.
identify deficiencies and potential hazards to ensure compliance with safety and occupational health standards issued by Occupational Safety and Health Administration (OSHA) and DON.
You will plan, schedule and conduct independent SOH Program and Environmental Administrative evaluations to ensure compliance with applicable regulations and instructions.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with the Department of the Navy Safety and Occupational Health (SOH), Fall Protection, and body of laws, regulations, standards, principles, practices, procedures, objectives and precedent decisions.
Experience creating innovative safety procedures to minimize potential injuries and/or property damage resulting from hazardous conditions in CNSL construction activities and/or selected equipment operations.
Experience with the operational and administrative aspects of WITH Navy afloat safety programs.
Experience advising and evaluating safety, Fall Protection and HM for CNSL staff and subordinate command's programs.
Experience representing CNSL at national conferences and at intra-agency meetings on Safety and Occupational Health, Fall Protection, and HMC&M policies, problems, and issues.
Experience with the techniques and procedures applied by practitioners in the general SOH and fall protection specialty areas sufficient to review, evaluate, and advise on a range of projects as they relate to Fall Protection, respiratory protection, heat stress, industrial hygiene, and medical surveillance, safety training, and hazardous communication programs.
Experience with and knowledge of industrial work processes, compressed gases, flammable and combustible liquids in order to isolate causal factors contributing to mishaps and/or resulting in dangerous working conditions.
