About the Position: This position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 1 year by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Position may be made permanent without further competition. A relocation incentive may be authorized.

Duties

Serves as Military Contingency Operations Planner for the Organization's support to Combatant Commands, Army Service Component Commands, and interagency planning teams. Responsible for planning future operations that occurs within the 24 – 96 hour time frame for military and civil contingency operations. Evaluates plans and recommends modification; further develops data into operation orders (OPORD), fragmentary orders (FRAGORD), or warning orders (WARNORD). Maintains cognizance of readiness status of major subordinate commands. Must be proficient in current operation activities with special emphasis on the Stafford Act and PL 84-99 responses.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you must be able to obtain and maintain a Top Secret clearance and is designated non-critical sensitive as defined in DoD 5200.2-R.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • This position is designated as Key. The employee is required to remain accessible during duty and non-duty hours, via telephonic communications systems to respond to emergency operation activities.
  • Employee may be required to perform TDY approximately 10% of the time away from home station, which may include overnight travel, with short notice and for extended periods. Travel by boat, plane, helicopter, train, or car may be required.

ADDITIONAL ABOUT THE POSITION: This position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 1 year by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition. Position is being filled at the GS-12/13 target GS-13 grade level. Duties described reflect the full performance GS-13 level. Duties will be performed in a developmental capacity under close supervision. Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). GS-13 Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:Leads the battle-staff in order to develop written Operations Orders (OPORDS) to support Operation plans (OPLANS). Evaluates plans and recommends modification; further develops data into operation orders (OPORD), fragmentary orders (FRAGORD), or warning orders (WARNORD). Monitors worldwide contingencies; receives and analyzes reports, provides recommendations, disseminated information and leads crisis action planning. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Operations SecuritySecurity Program ManagementWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
