You will serve as a SUPV FINANCIAL MANAGEMENT ANALYST in the ACCOUNTING/BILLING BRANCH (N00FM4A), BCO FINANCIAL MANAGEMENT DIVISION (N00FM4), FINANCIAL MANAGEMENT OFFICE-COMPTROLLER (N00FM) of NCTAMSLANT NORVA.
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
Duties
You will perform or advise on work in any of the phases or systems of budget administration.
You will analyze and recommend costs and benefits of alternative methods of financial management.
You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities.
You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work.
You will assign work to subordinates based on employee’s capabilities, priorities and difficulty of work.
You will actively support and promote all aspects of the Equal Employment Opportunity Program and Affirmative Action Plan as directed by applicable laws and regulations.
You will supervise a team in support of BCO accounting, including the processing of incoming reimbursable documents.
Requirements

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
-Experience using government financial management techniques to include budgetary and accounting policies and principles, precedents, procedures, and regulations.
-Experience analyzing and recommending the best costs and methods of financial management.
-Experience identifying, analyzing and resolving a range of accounting and budgetary problems.
-Experience setting priorities, planning and scheduling work as a supervisor.
-Experience in accounting, including processing incoming reimbursable documents.
This position is within the Work Category SUPERVISORY & MANAGEMENT at Work Level FULL PERFORMANCE, Series and Grade GG-0501-12.
