Duties
This position is located in the United States Coast Guard (USCG), Finance Center (FINCEN) Chesapeake, VA. The position's primary purpose is to serve as a Management and Program Analyst in the Property Management Section, Property Support Branch, and Property Operations Division and is responsible for reviewing and processing agency property asset acquisitions and dispositions for agency assets, as well conducting assessments related to trends and efficiency of processes, analyzing findings and reporting on findings with recommendations. This work consists of conducting assessments to detect trends and realize efficiencies in processes, analyze findings and develop reports of those findings as well as provide recommendations for improvements.

Qualifications
At the GS-07 level: Applicants must have one year of specialized experience equivalent to at least the GS-06 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Knowledge of the areas of customer focus, measurement and analysis, and process management and improvement techniques.
At the GS-09 level: Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Skills and knowledge of program objectives, especially in the areas of property and asset financial management; Ability, sound judgement, objectivity, the ability to work with others, exceptional communication skills and knowledge of program objectives, especially in the areas of property and asset financial management.
At the GS-11 level: Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Knowledge and understanding of the organizational relationships i.e. USCG Headquarters, field activities, and the unique position held in support of the field activities; Knowledge of agency or department level property policies and procedures to ensure that property assets are managed and disposed of in accordance with GSA regulations.
