Duties

You will serve as a PROGRAM ANALYST in the FORCES SURVEILLANCE SUPPORT CENTER, HEADQUARTERS FOR THE RELOCATABLE OVER-THE-HORIZON RADAR (ROTHR) SYSTEM, QUALITY ASSURANCE DIVISION, CHESAPEAKE, VA. You will measure the effectiveness of maintenance management processes established by FSSC and executed by the ROTHR O/M contractor. You will make recommendations and assist in developing policy in support of program administration, to include basic principles, practices and procedures of a variety of program and resourcing functions. You will track the status of open contractor purchase commitments, validate receipt of completed purchases and update all modifications, monthly reports, and TDLs into appropriate databases. You will receive all contractor correspondence and distribute to appropriate personnel for review and response, tracking status of correspondence to completion.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience conducting in-depth qualitative and quantitative evaluative analyses that serve to measure the effectiveness of maintenance management processes; Experience reviewing, monitoring, analyzing, and evaluating contractor financial, narrative, and statistical reports and ROTHR program data; Experience making recommendations and assisting in developing policy in support of program administration, to include basic principles, practices and procedures of a variety of program and resourcing functions; Experience updating to Maintenance Management Department Cost Account Manager's (CAM) budget input and generating and distributing the Contract Project/Technical Direction Letter (TDL)/Contract Data Requirements List (CDRL) Status Report Additional qualification information can be found from the following Office of Personnel Management website: General Schedule Qualification Standards (opm.gov) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
