This position is located in the Department of Homeland Security, United States Coast Guard, Finance Center (FINCEN), Chesapeake, VA.
Duties
This position serves as a Management Analysist, to the Coast Guard Finance Center managers, with responsibility for solving a wide array of resource and management issues. Individually or as a study team member/leader, directs or conducts management studies and special project studies of a non-repetitive nature having potential for major impact on mission and support activities..

- A one-year probationary period may be required.
Qualifications
At the GS-09 level: Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Knowledge of the principles of management and practice of sound organizational and position structure in order to design organization which are most efficient and effective. Ability to use personal computer work processing, spreadsheet, and database software.

master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related
A combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position.
At the GS-11 level: Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Knowledge of the principles of management and practice of sound organizational and position structure in order to design organization which are most efficient and effective. Skill in written and oral communication sufficient to answer congressional hearings, prepare and present findings and recommendations.

Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
A combination of graduate level education beyond the first 2 years of progressive graduate study and specialized experience that together meets 100% of the qualification requirements for this position.
