You will serve as a CIVILIAN PROGRAM MANAGEMENT SPECIALIST in the Directorate Manpower and Personnel (J1), Manpower Requirements, Resources & Civilian Personnel Division (J13), Civilian Personnel Branch (J131), Headquarters, of HEADQUARTERS US INDO-PACIFIC COMMAND.

Duties

You will provide advisory support and services to HQ USINDOPACOM and Center for Excellence (CFE) managers and employees on all civilian personnel program matters. You will be responsible for all pre-employment verifications after a selection is made (i.e. security clearance, drug testing, physical, etc.) prior to EOD, and new employee in-processing. You will determine and coordinate appropriate random drug testing schedule with the external contractor, prepare requests for collection of samples, and schedule and notify individuals selected for pre-employment. You will create reports for senior leadership on a continuous basis. You will advise supervisors and employees on employee development and functional training opportunities, procedures, and requirements. You will provide guidance to employees regarding administrative matters such as leave, work schedules, pay, performance management, awards, and benefits.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public demonstrating advancing knowledge of the policies, procedures, and regulations of a wide range of civilian personnel programs. Specialized experience includes: ) Administering and managing civilian staffing and onboarding requirements; ) Researching and analyzing various human resources issues, and compiling reports for management; ) Coordinating various civilian programs and pre-employment requirements such as drug tests, physical exams, security clearances, or entry on duty/release dates for new employees; ) Providing guidance to employees regarding administrative matters such as leave, work schedules, pay, performance management, awards, and benefits; ) Creating reports for senior level management and conducting in-processing briefs regarding civilian resource goals, plans, policies, and processes. GS-09: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public demonstrating basic knowledge of the policies, procedures, and regulations of civilian personnel programs. Specialized experience includes: ) Assisting with the research and analysis of various human resources issues; ) Coordinating pre-employment requirements such as drug tests, physical exams, security clearances, or entry on duty/release dates for new employees; ) Providing basic guidance to employees regarding administrative matters such as leave, work schedules, pay, and benefits; ) Reviewing civilian resources policies and processes to assist with consolidating data for analysis. Education

In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector

OR
possess a Ph.D. or equivalent doctoral degree

OR
have completed 3 full years of progressively higher level graduate education leading to such a degree

OR
possess an LL.M., if related

OR
a combination of graduate education and experience as described above that equates to one year of experience


GS-09:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector

OR
possess a master's or equivalent degree
OR
have completed two full years of graduate level education leading to such a degree
OR
possess an LL.B. or J.D., if related
OR
a combination of education and experience as described above that equates to one year of experience
