This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Assistant Program Manager responsible for managing new systems through advanced development, production and fielding.
This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.
Duties
Direct the work of specialist within the office and, through functional mangers, the activities of a great many matrix support specialists.
Review data relating to short- and long-term technical management, financial objectives and requirements to keep abreast of US program progress and anticipated problems to ensure synchronization for FMS programs.
Maintain direct channel communications with system users and the user community.
Coordinate planning, acquisition, fielding, and support for Foreign Military Sales program.
Develops and establishes the controls necessary to manage internal operations, matrix support and the support of other command and agencies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- Temporary duty (TDY) travel may be required up to 25% of the time.
- Must maintain and obtain a Secret clearance.
- This position requires submission of a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 5 years of entrance on duty.

Specialized Experience: One year of specialized experience that includes: 1) Executing cost, schedule, performance, and risk activities within the acquisition life-cycle framework; 2) Coordinating acquisition support activities necessary to meet program objectives; and 3) Performing periodic reviews of financial execution to include obligations and expenditure.
This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
