The primary purpose of this position is to serve as a senior systems administrator with responsibility for planning and coordinating the installation, testing, modifying, upgrading, operation, troubleshooting, and maintenance of hardware and software systems of information/Operational Technology equipment and systems.

Duties

1. Performs services as II senior systems administrator: Plans, coordinates, and installs applications software and hardware for operating systems. Administers and maintains assigned systems. 2. Provides Technical guidance and instruction lo users and other IT specialists. 3. Serves as a senior technical advisor to management. Participates as a Ley member and advisor on special committees and special projects designed 10 study methods to enhance the use of information technology throughout the installation. 4. Maintains liaison with manufacturers, professional organizations, and counterparts at other installations and services regarding available products and stale-of-the-art technologies and advancements. Serves as senior IT systems administration consultant.

  • Information Assurance Certification is a condition of employment. This position includes information assurance/cybersecurity work as a paramount duty requirement.
  • Per DoD 8570-1 M, for System Administration for Network/Operating System, information Assurance Technical Category Level I certification is required all the GS-07 level of this targeted GS-12 graded position.
  • Also, lnformation Assurance Technical Category Level II certification is required at the GS-I I level of this targeted GS-12 graded position.
  • Failure to receive proper IA certification may result in failure to receive non-competitive promotion to the next higher grade and/or removal from this position.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes strategic planning, capital planning and investment planning principles and methods, workforce planning, policy and standards development, resource management, knowledge management, architecture and infrastructure planning and management, auditing, information security management, program management principles, policy and planning formulation process, organization's strategic, enterprise IT goals and objectives, and IT metrics methods and concepts along with the analysis, planning, design, implementation, documentation, assessment, and management of the enterprise structural framework to align IT strategy, plans, and systems with the organizations mission, goals, structure, and processes, IT infrastructure, enterprise architecture principles and models, and IT program metrics and measurement techniques. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of a successfully completed post master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, methods, and practices for integrating information system components sufficient lo pion, coordinate, and administer computer systems, and optimize system performance. 2. Knowledge of the latest advancements in technology to initiate corrective or preventative action to ensure optimum performance of the system. 3. 3. Knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions 4. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient 10 install, upgrade, troubleshoot, lest, and maintain those systems; to optimize the functionality and performance of systems; and to ensure d1e availability, integrity, efficiency, and reliability of servers. 5. Ability to apply methods and practices for troubleshooting. recovering, adjusting, modifying, and improving systems 10 solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of slate-of-the-art technology. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: the work is primarily sedentary with some walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. May carry light items such as papers, books, or small computer components. The work does not require any special physical effort. WORK ENVIRONMENT: The work is performed in a typical office setting with visits to various other buildings or offices to support projects. The work environment involves everyday risks or discomforts that require normal safety precautions.
