The primary purpose of this position is: To serve as a Total Force Management Specialist in the development and sustainment of career field personnel.

Duties

DUTY 1: Develops and performs career path reviews, workforce analyses, civilian versus military comparability studies, officer utilization reviews, and workforce projections in response to external decisions relating to programmed downsizing, streamlining, restructuring, insourcing and outsourcing. DUTY 2: Serves as an Action Officer for the development and execution of strategies. DUTY 3: Functional Workforce Assessment and Reports. Reviews reports, AFIs, studies and directives and identifies changes that need to be made to policies and procedures.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Security: Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes planning, developing and carrying out vital technical, personnel, and policy actions in support of Air Force-wide C41SR integration issues. These integration efforts are central to the mission of the Air Force and impact both AF resources and other Service, Joint and NATO C4JSR programs. Subject matters include personnel management policies and implementation oversight within the cyber workforce Air Force-wide. Broad knowledge to provide human resources management and provide direction and advocacy for Air Force-wide programs. High degree of written and verbal communication skills are required to effectively communicate with senior level leadership within DoD. A demonstrated skill in managing and coordinating complex activities in order to control a variety of projects and actions that occur concurrently and are broad, comprehensive, and require various stages to complete. Ability to plan, organize and assign time-critical projects and assess results in a fast-paced energized office environment. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals require extensive changes in established concepts and procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends. Skill in designing and conducting comprehensive studies, analyzing data, developing alternatives and recommendations to resolve complex manpower issues and improve the efficiency and effectiveness of program operations. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, function and work procedures. Skill in managing and coordinating complex activities, gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to devise organizational structuring options for complex organizations and to work in a multifunctional environment involving interaction with the highest executive and management levels of the Air Force, DoD and other agencies. Ability to communicate both orally and in writing, including skills in preparing staff packages, briefings, and chairing meetings and to lead and manage efforts of various project teams, and to articulate recommendations convincingly. CONDITIONS OF EMPLOYMENT CONT. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
