You will serve as a SECURITY OFFICER in the Office of the Deputy Under Secretary of the Navy (DUSN) Security Directorate.

Duties

You will meet with security officials of the Military Departments and Services regularly and travels frequently to installations around the world to directly gauge security program effectiveness. You will advise and make recommendations to the Senior Director on all DON Security Enterprise related PPBE activities. You will facilitate a proactive, efficient, and auditable PPBE process to ensure the DON Security Enterprise portfolio supports the Defense Security Enterprise’s goals, policies, and guidance. You will be responsible for developing and implementing worldwide DON security policy. You will provide planning insight and recommendations to senior federal government, DoD and DON officials regarding procurement funding, new policy, resolution of complex security vulnerabilities and possible technological responses.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a Top Secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position has been designated a DoD Security Professional Educational Development (SPeD) position.
  • The DoD Security Fundamentals Professional Certification (SFPC) certification is required within 24 months of assuming the position and must be maintained through the length of appointment.

Qualifications

GS-15 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with United States Government security policies and priorities; Experience applying PPBE process for/to resourcing security programs; Experience collaborating with other security organizations and offices; Experience measuring the effectiveness of security program execution across the DON and Services; and Experience advising and making recommendations of the intricacies and interrelated nature of all the security disciplines including traditional security missions (Personnel, Information, Physical), derived security missions (Industrial and Acquisition), and coordinating security missions (Operational Security, Mission Assurance, Anti-terrorism, Insider Threat, Continuity of Operations, Critical Infrastructure Protection, Chemical/Biological/Radiation/Nuclear/Explosives (CBRNE), and Biometrics/Forensics, among others). GS-14 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with United States Government security policies and priorities; Experience applying PPBE process for/to resourcing security programs; Experience collaborating with other security organizations and offices; and Experience working with laws, executive orders, DoD, and national rules and regulations governing security (personnel, physical, information, industrial for example).
