The primary purpose of this position is to serve as senior program analyst managing the Deliberate and Crisis Action Planning and Execution Segments (DCAPES) program in AF crisis, steady state, and exercise.
Duties
Manages, analyzes, evaluates, and coordinates operational plans for Air Force assets to execute battle rhythm and deliver versatile air and space power for combat support, contingencies, deployments, and exercises.
Provides management advisory services on AF and Joint systems ensuring the efficient/effective deployment of AF forces in support of Air Force and Joint requirements.
Prepares and presents high level studies and briefings of conclusive findings to senior AFPC leadership.
Analyzes, develops, interprets, and implements policies and procedures to execute strategic plans, crisis action plans, and exercise requirements ensuring effective utilization of AF forces and resources.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Maybe required to work irregular tours of duty to include 12-hour shifts and overtime during contingency and AF/OC heightened operations.
- May be required to deploy to an alternate command and control station up to 30 days
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge in Air Force methodology of the Air and Space Expeditionary Force for posturing forces and current presentation to the unified combatant commanders. Thorough knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of the command verification process in or conducting major operations such as apportionment of combat forces, deployment, mobilization, contingency operations, and JCS joint and MAJCOM exercises. Knowledge of Air Force, MAJCOM and military command structure, missions, TPFDD verifications, organizational relationships and verification goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command and Air Force entities involved in overall planning and execution of AEF operations and evaluations. Comprehensive knowledge of a wide range of operational, logistics, manpower, and personnel concepts to include ability to use DCAPES/JOPES.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Joint/Air Force Time Phased Forces and Deployment Data (TPFDD), DoD operational planning (OPLAN) and contingency planning, MAJCOM verification and AF reclama processes to include Reclama Processing Tool (RPT), JCS joint and MAJCOM exercise procedures and GCCS systems such as: Joint Operation Planning and Execution System (JOPES) to include JOPES Permission Application (JPERM); Deliberate and Crisis Action Planning Execution Segments (DCAPES); Execution and Crisis Action Sourcing Tool (ECAST); AEF Information System (AEFIS); and Joint Capabilities Requirements Manager (JCRM). Must possess a full understanding of Global Force Management (GFM), and Joint Forces Provider (JFP) processes with a relationship to Adaptive Planning, Allocation, and Assignment of forces.
Knowledge of Joint, Air Force, and MAJCOM verification processes and, Air Force and MAJCOM shortfall/reclama procedures and policies, for operational and exercise requirements to include goals and objectives as they relate to the Air and Space Expeditionary Force (AEF) and JFP concept of operations for both deliberate and contingency deployment planning.
Knowledge of DoD staff coordination processes and JFCOM Joint Quarterly Review processes and various command entities involved in overall planning and execution of operations and evaluations.
Knowledge of management principles and processes and the analytical and evaluative methods and techniques for assessing verification execution and improving organizational effectiveness and efficiency.
Skill in planning and organizing, gathering, assembling, and analyzing facts, drawing conclusions, conducting analysis, devising recommended solutions, and packaging the entire process into briefings, papers, or reports suitable for use and decision-making.
Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
