This position is located in the Veterans Administration (VA), Veterans Health Administration (VHA) Emergency Department, Southeast Healthcare Network (VISN 7), located in the Charleston VA Medical Center Medicine Department.
Duties
The Program Specialist within the Medicine Service Line is responsible for and directs day to day administrative and management functions of the Medicine Service Line Emergency Department. Through the management team, the Program Specialist oversees the development and implementation of all policies and procedures, planning, directing, supervising, and coordination of all activities pertaining to the Medicine Service and Emergency Department. The Program Specialist represents the ED Section/Deputy Chief at various meetings within the medical center.
Oversees a variety of programs, including the distribution and dissemination of incoming mail, internal controls, records management, publication and forms management and timesheets. Directs administrative support services to ensure that inquiries, correspondence and actions for the area of responsibility are addressed appropriately. Develops information papers and correspondence on wide variety of Emergency Medicine and Medicine Service Line functions.
Reviews and analyzes administrative and management reports, statistical data, survey evaluations, policies, and procedures in order to determine the efficacy, accuracy, and validity of information requirements. Conducts ad hoc assessments in order to develop solutions to emergent programmatic issues in the service line.
The Program Specialist works to integrate all projects assignment and activities with those of the Medical Center and VISN on behalf of Veterans. Consistently communicates and treats customers (Veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner.
Assembles, analyzes, and prioritizes supply and equipment needs for the Emergency Department. Serves as a liaison between medical center facilities management and for all supply and equipment orders, deliveries, and problems that may arise. Reviews the annual equipment inventory of all property assigned to the service line and coordinates the inventory of all property assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a Gs-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
