Duties
Serves as a Joint Logistics Operations Planner in the J353 Plans and Exercise Division, DLA with Logistics Operations (J3) in Defense Logistics Agency (DLA).
Integrates high level Department of Defense planning documents by understanding the unique blend of tactical to strategic level of combat support, combat service support operations and how DLA impacts those operations.
Represents the J-35 when chairing, conducting, or participating in meetings, briefings, or conferences regarding contingency planning programs.
Oversees and advises staff on the establishment of immediate and long-range goals, objectives, plans, and schedules to meet changes in legislation, program authority and funding.
Supports Joint Chief of Staff (JCS) and Combatant Commands (CCMD), planning priorities and timelines.
Coordinates/comments on joint plans, instructions, memorandums, and directives pertaining to contingency operations, disaster response, and consequence management as a DLA representative to the Joint Planning and Execution Community.
Develops sound DLA-wide policies and procedures based on well-founded management principals, ethical work standards and conformance with directives or higher authority.
Responsible for managing, coordinating, and directing the execution of strategic and operational logistics planning efforts.

Qualifications
To qualify for a Logistics Management Specialist, GS-0346-14, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Expert knowledge of Contingency Planning Guidance, Guidance for Employment of the Force (GEF) and Joint Strategic Campaign Plan (JSCP) directives/policy for supporting CCMDs, military operations and exercises.
Ability to perform in-depth mission analysis for specified, implied, and essential tasks.
Determine warfighter requirements, conducting logistics supportability analysis to identify gaps and risk.
Expert knowledge and experience with Global Force Management (GFM) policies and systems and Joint Operations Planning and Execution Systems (JOPES) for supporting development of operation plans, orders, and Time-Phased Force and Deployment Data (TPFDD).
Expert knowledge of analytical and statistical methods and techniques to conduct detailed analysis of wartime requirements, formulate assessments, identify problems, recommend practices, and direct complex studies.
Experience in advanced management systems, organizational principals, practices, and programs used to determine, execute, and evaluate logistical programs and exercises.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
