a wide diversity of Department of Defense (DOD) service components, joint organizations, functions, and work processes, and provide innovative, expert management consultant capabilities to improve mission effectiveness, efficiency, and prioritize resources.

Duties
Studies/surveys the structure and/or functions of joint, Service, other organizations focusing on special operations forces (SOF) capabilities with extremely interrelated work processes and functions and accurately advises or proposes solutions to improve processes while maximize mission accomplishment and resource utilization.
Designs, plans, and conducts work measurement, methods and procedures, manpower requirements utilization, and engineered time standards; reviews and implements changes to organization and resource controls/programs, and/or benchmarking studies of complex, interrelated substantive work processes or functions.
Designs, plans, and conducts competitive sourcing studies/surveys, management studies/surveys, and research projects, providing advisory services of a wide variety on substantive issues with extensive scope, complexity, and impact, throughout service component and joint organizations with interrelated processes and functions, in order to assess the overall effectiveness of program operations.
Provides complex management support services in the areas of Major Force Program - 11 (MFP-11) cost analysis, annual/multi-year/long range fiscal planning (e.g. Defense Planning Guidance (DPG), Planning, Programming, and Budgeting System (PPBS) cycles), Innovation and Improvement (I&I) , and development of annual work plan(s), and/or commercial activity for organization(s) whose operations are interrelated and unstable.
Responsible to ensure the protection of classified and sensitive information, employ operational and information security, and ensure that core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for Administrative and Management Position; Management and Program Analysis Series 0343
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes:
Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied. Knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of US Special Operations Forces in the Army, Navy, Air Force, and Marine
Corps, the Joint SOF Headquarters and Theater Special Operations Commands, and their functions, capabilities,
equipment, and tactics, techniques, and procedures.
2. Knowledge and skill in the application of DOD, Army, Air Force, Navy, Marine Corps, Joint, and
USSOCOM management engineering principles and financial management directives and the associated
concepts, procedures, methodologies, policy and guidance.
3. Skill in recognizing and analyzing problems, conducting research, applying analytical/evaluative techniques
on the information for the identification, consideration, and resolution of issues or problems concerning
efficiency and effectiveness of program operations, summarizing the results, and formulating organizational
structuring options for complex, diverse organizations.
4. Ability to tactfully represent USSOCOM during engagements internally and externally to the SOF
Enterprise in both classified and unclassified environments and to skillfully conduct interviews with leaders,
supervisors, and workers to obtain and elicit information about organizational missions, functions, and work
procedures.
5. Comprehensive knowledge and ability to use Microsoft Office Suite, particularly Excel, Word, Outlook, and
PowerPoint presentations.
6. Ability to communicate effectively, in verbal, written, and/or visual explanation, presentation, and
defense of analytical information, and brief senior leaders to gain decisions, guidance, or cooperation
through tact, courtesy, and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
