You will serve as a MANAGEMENT ANALYST in the MANPOWER DIVISION, MANPOWER AND TRAINING DEPARTMENT of TRIDENT REFIT FACILITY, BANGOR.
PAY SCALE:
GS-09: $67,147 - $87,291
GS-11: $81,242- $105,612
Duties
You will be responsible for analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives.
You will be analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering, analytical techniques, and systems evaluation methodology.
You will be forecasting and estimating civilian and military manpower or manning and shop phasing for current and out year requirements.
You will be preparing monthly Workforce Allocation Resource Report submissions.
You will be administering periodic review of Activity Manning Documents (AMD) to ensure accuracy of content based on requested changes.
You will be reviewing requested changes or updates to the Activity Manning Documents (AMD) for accuracy and consistency with governing directives providing result of reviews to departments making recommendations or alternatives as needed.
You will be assuring all hiring is accomplished in compliance with authorized end-strength, FTE allocation, high-grade policies and Position Management Board decisions.
You will be developing and using various Excel programs to track valid vacancies and command priorities of those vacancies as set by the Position Management Board.

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting position management studies to evaluate manpower programs to determine compliance with agency regulations, procedures, sound management practices, and effective utilization of staff.
For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting position management studies to evaluate manpower programs and assist in developing or modifying manning procedures and guidelines.

Education
For the GS-09 Grade level: Education may be substituted for specialized experience as follows:
- Successfully completed a master's or equivalent graduate degree. OR
- Successfully completed two full years of progressively higher level graduate education leading to a master's degree. OR
- obtained an LL.B. or J.D. that is related to the position being filled.
For the GS-11 Grade Level: Education may be substituted for specialized experience as follows:
- Ph.D. OR equivalent doctoral degree OR
- 3 full years of progressively higher level graduate education leading to such a degree OR
- LL.M., which is related to the duties of this position.
