Duties
The Headquarters Installation Management Command's (IMCOM) Director of Facilities and Logistics directs and manages a large-scale Public Works, Facilities, Housing, Energy and Environmental functional programs and activities to effectively and efficiently achieve IMCOM wide program functional goals and objectives. Serves as the leading expert and foremost authority in the areas of Public Works, Facilities, Housing, Energy, and Environmental Management. Incumbent is delegated full functional authority and responsibility for the management of these operations to ensure the wellbeing of the force, families and civilians who live, work, and train on IMCOM installations. Responsible for a budget of approximately $5.6 billion. Performance is reviewed in the broadest terms for technical perceptiveness, managerial competence, and senior leadership effectiveness for contribution to the IMCOM missions. Serves under the general direction of and receives broad strategic guidance from the CG, IMCOM. Oversees a workforce of approximately 100 combined military and civilians; directly supervises personnel at the COL/GS-15 levels.
Qualifications

(1) Mandatory Executive Core Qualification (MANDATORY SUBMISSION) (ECQ)
All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Use the Challenge-Context-Action-Result (CCAR) Model to describe your accomplishments. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1-inch margins.
Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) graduates, who have been certified by the OPM do not need to address ECQs. However, Current or Former SES members must provide an SF-50 showing their status or reinstatement eligibility and Candidates who have successfully graduated from an OPM approved Candidate Development Program must submit a copy of their ECQ certification.
ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
(2) MANDATORY TECHNICAL QUALIFICATION (MTQ): (MANDATORY SUBMISSION)
A supplemental statement must be submitted separately addressing the MTQ below. Your MTQ must provide specific examples that address relevant experience and accomplishments. Total MTQ write-up should not exceed 2 pages using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
MTQ1: I Possess the demonstrated ability to manage and oversee the development, implementation and execution of large-scale Public Works, Housing (Military owned and privatized residential housing, and/or unaccompanied personnel housing), Energy, Utilities, and Environmental programs. This includes demonstrated leadership in Construction, Real Property Management, Facilities Investment Plan, Utility Energy Savings Contracts/Energy Savings Performance Contracts, Facilities Sustainment/Restoration and Modernization, and Facilities Category Management.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
