You will serve as a SUPERVISORY IT SPECIALIST (SECURITY) in the Security Management Division of NAVAL COMP TELCOM AREA WESTPAC.

Duties

You will be acting as the Information Manager (ISSM) and Division Officer working within the Cyber Security Division of the Security Management (N00SM) Department, U.S. Naval Computer and Telecommunications Station (NCTS), Guam. You will perform as supervisory focal point assisting with digital computers and associated data and voice network equipment which requires specialized knowledge of the equipment, operating systems, operating methods, and techniques. You will prepare and maintain complex RMF submission documents for initial and continuing formal accreditation of all applicable data and voice networks operated by NCTS Guam. You will make reviews of local IA guidance and recommend revisions, as needed, in response to new requirements or changes in higher level policies, including recommendations on the most efficient methods for updating documentation. You will plan work to be accomplished; ensure enough employees to complete tasks and training to perform the work. Approve employees leave, support the development of military and civilian personnel.

  • You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 461-Systems Security Analyst level II within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Individuals must have IT-related experience demonstrating each of the four competencies listed below. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition, applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by: Experience in applying Management Skills Knowledge of Military Organization Knowledge and/or Experience in DOD Risk Management Framework (RMF) and Assessment and Authorization (A&A) Experience as an Information Systems Security Manager (ISSM) Obtaining accounts on IA websites such as Vulnerability Remediation Asset Manager (VRAM) to obtain status reports This position is within the Work Category Supervision & Management at Work Level II, Series and Grade GG-12.
