You will serve as an IT Specialist (INFOSEC) in the INFORMATION TECHNOLOGY DEPARTMENT of MARINE CORPS BASE CAMP BLAZ.
THIS IS A DIRECT HIRE ANNOUNCEMENT. The National Defense Authorization Act for fiscal year 2020 streamlines certain Department of Defense (DoD) civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain DoD competitive service positions
Duties
You will create, modify, and enforce command Information Assurance (IA) policies and procedures in accordance with DOD, DON, and USMC policies and guidelines.
You will ensure and report the installation's compliance with the DoD Information Assurance Vulnerability Alert (IAVA) requirements and directives.
You will coordinate with systems administrators in monitoring the network for vulnerabilities and compromise, develop and recommend protective network and physical security devices and systems for acquisition and implementation.
You will ensure proposed system changes, to include new hardware and software are reviewed and that implemented system modifications do not adversely affect the security posture.
You will initiate protective and or corrective measures if security issues are discovered.
You will plan, organize, and manage short, mid and long-term plans for IA as new technologies are developed to ensure the security posture remains at an acceptable level.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may
be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in
service requirement of 12 months.

- This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 722 intermediate level (I) within 12 months of appointment.

Qualifications
Your resume must also demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: creating, modifying and enforcing command Information Assurance (IA) policies and procedures in accordance with DoD, DON and USMC policies and guidelines.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: serves as the installation IA subject matter expert (SME) and Point of Contact to adjacent and higher command authorities, external agencies and departments.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Coordinates with local IA representatives to ensure proper execution of the IA training program.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: developing and recommending protective network and physical security devices and systems for acquisition and implementation.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector managing, planning and overseeing the operational control of Information Security (INFOSEC) for a major enterprise network AND providing advice, consultation and guidance concerning the command's Information Assurance program to analyze security threats and data in order to develop, implement, and evaluate system security plans.
