You will serve as an IT SPECIALIST (INFOSEC) in the Security Management Division of NAVAL COMP TELCOM AREA WESTPAC.
Duties
You will be concerned with the DOD Risk Management Framework (RMF) and Assessment and Authorization (AA) documentation for networks owned, operated, maintained, and supported by U.S. Naval Computer and Telecommunications Station (NCTS) Guam.
You will prepare and maintain numerous complex RMF submission documents for initial and continuing formal accreditation of all applicable data and voice networks operated by NCTS Guam.
You will assure accurate records of all network devices are maintained by system owners, to include detailed local network diagrams, with port and device function notations.
You will monitor and evaluate systems’ compliance with IA security requirements.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 461-Systems Security analyst level III within 12 months of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
Qualifications
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by:
Knowledge of Military Organization
Knowledge and/or experience in DOD Risk Management Framework (RMF) and Assessment and Authorization (A&A)
Experience as an Information Systems Security Manager (ISSM)
Monitoring and evaluating systems' compliance with IA security requirements
Obtaining accounts on IA websites such as Vulnerability Remediation Asset Manager (VRAM) to obtain status reports
This position is within the Work Category Technician & Admin Supp at Work Level III, Series and Grade GG-11.

Education
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
