You will serve as an IT SPECIALIST (INFOSEC) in the Security Management Division of NAVAL COMP TELCOM AREA WESTPAC.

Duties

You will serve as the Information Systems Security Officer (ISSO) within the Information Assurance (IA) Division of the Security Management Department, U.S. Naval Computer and Telecommunications Station (NCTS) Guam. You will primarily be concerned with the DOD Risk Management Framework (RMF) and Assessment and Authorization (AandA) documentation for networks owned, operated, maintained, and supported by NCTS Guam. You will act as a focal point for all systems and user security matters for networks owned, operated or supported by NCTS Guam. Assist the ISSM in managing all systems and user aspects of the command IA program. You will monitor and evaluate systems’ compliance with IA security requirements, and provide recommendations in implementing IA security policies and procedures in the development and operation of supported systems.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Cyberspace Workforce position, work role code Systems Security Analyst, proficiency level III the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain a U.S. Passport.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: preparing and maintaining complex Risk Management Framework (RMF) submission documents for initial and continuing formal accreditation of all applicable data and voice networks. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: assuring accurate records of all network devices are maintained by system owners, to include detailed local network diagrams, with port and device function notations. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: providing advice and guidance in implementing IT security policies and procedures of networked systems. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: monitoring and evaluating systems' compliance with IA security requirements. Providing recommendations in implementing IA security policies and procedures in the development and operation of supported systems. In addition to the experience demonstrating the four competencies above, I have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by: Knowledge of Military Organization Knowledge and/or experience in DOD Risk Management Framework (RMF) and Assessment and Authorization (A&A) Experience as an Information Systems Security Manager (ISSM) Monitoring and evaluating systems' compliance with IA security requirements Obtaining accounts on IA websites such as Vulnerability Remediation Asset Manager (VRAM) to obtain status reports This position is within the Work Category Technician & Admin Supp at Work Level III, Series and Grade GG-11. Education

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position for the GG-11 position:

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
