Duties

Negotiates solutions to the most complex issues related to the centralized data and analytics platform operational finance and reporting work impacting the agency. Serves as the DFAS final technical authority on the centralized data and analytics platform architecture and technical capabilities. Develops and/or employs tools and methods to track progress for senior management throughout the life cycle of the program Monitor program progress and evaluate the status and progress of multiple projects in terms of quality, efficiency, and effectiveness in achieving objectives. Establishes program evaluation criteria; developing necessary statistical feedback reports that identify both program successes and/or deficiencies for use by senior leadership and other staff members in making substantive program modifications. Supervises a team of data analysts, data scientists, and data engineers.

Qualifications

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement. Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. Combinations of education and experience may also be sufficient. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Serving as a senior technical advisor for major portions of a complex finance or accounting program; resolving issues impacting the planning, implementation, and evaluation of organization-wide financial management programs; and developing and implementing operational solutions to improve the effectiveness of a large, multi-dimensional finance organization. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
