This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure.

Duties

As a Branch Chief with program and personnel management authority the incumbent supervises professionals, scientists and information technology personnel ranging in grade up to GS-14 responsible for coordinating and managing the activities of the organization. Plans work to be accomplished by subordinate, sets and adjust priorities and prepare schedules for Assigns work based on priorities, selective consideration of the difficulty and requirements of the assignment and the capabilities of employees. Evaluates completed work. Develops employee performance standards and makes formal and informal appraisal of work, giving advice, counsel and/or instructions to employees as required. Participates in defining information system integration, performs assessments that balance the inter-relation of business processes, long-range information systems planning, and technology acquisitions. Oversees a broad range of systems engineering activities including requirements management, configuration management, technical reviews, testing, and release planning and execution. Plans, organizes, and directs the evaluation, review, analysis, and assessment of solutions to a variety of complex programmatic and acquisition problems. The incumbent recommends courses of action, suggests program changes and develops improvements. Direct and leads discussions with Federal government agencies, the intelligence community, DoD CIO, COCOMs, the military services, and DISA senior leaders on the adoption of enterprise services and products. Identifies plans, coordinates, attends and hosts vendor/partner capability briefings attended by senior executives for the purpose of aligning IT partner capabilities and industry best practices. Brainstorms major issue areas and develops strategies with IT industry partners for resolution of DOD customer-centric mission requirements. Serves on various Federal and DoD executive-level boards and panels representing DISA and ESD DCTO policy and IT infrastructure. Computer scientist develops new and improved concepts, principles, and techniques that advance the body of knowledge of computer science. Adapts and apply advanced computer science methods and techniques to solve complex computer processing requirements. Development of computer graphics systems using a technical expert knowledge of graphic display systems, general purpose graphics languages, and optimization techniques; development of high-speed computing systems Real time data acquisition systems using a technical expert knowledge of: models of computation, performance measures, and systems architecture types and levels of representation; development of integrated computer systems

Requirements

  • Must be a U.S. Citizen.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Drug testing may be required.
  • Information Assurance (IA) Certification may be required.
  • The position may require the selectee to hold a current DoD Top Secret security clearance based upon a Single Scope Background Investigation (SSBI).
  • The incumbent must obtain Acquisition certification in the Engineering and Technical Management Functional Area at the Foundational Functional Tier within 36 months of entry into this position, in accordance with DoD Instruction 5000.66

Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Requirements: For the GG-0854 Computer Engineer or GG-0855 Electronics Engineer:A. Degree: Professional Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration Written Test Specified academic courses Related curriculum - With this criteria, applicants also need verification of employment from a supervisor stating you have performed professional engineering duties. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Qualifying Experience: To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: applying a wide range of principles, concepts and practices, of complex software development or modeling and simulation technologies and techniques as it relates to representing the performance of physical systems through software code. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. Education

There is no substitution of education for the qualifying experienceat the GG-14 grade level.
