About the Position: Multiple vacancies to be filled in either Aurora, CO or San Antonio. TX. These are not remote positions. Student Loan repayment may be authorized. Duties

Analyze and apply procurement policies impacting a variety of programs. Ensure evolving initiatives are reflected in evaluation methodology and documentation. Develop acquisition plans and function as lead negotiator. Perform post-award functions involving a variety of contract types, resolution of contractor delays, contractor evaluations, subcontractor surveillance, and disposition of claims. Develop solicitations and contracts consistent with supporting documents, ensures appropriate use and inclusion of clauses and provisions. Respond to audit and Congressional inquiries.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • One-year trial/probationary period may be required.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years, unless specifically granted a position waiver.
  • This is a DOD Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe the listed specialized experience or you will be rated ineligible. Your transcripts will be required as part of your application, unless exempt. Transcript(s) must include awarded, graduated, conferred etc. date or you will be rated ineligible. Basic Requirement for Contract Specialist, NH-04: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience developing acquisition plans/strategies to ensure organizational objectives are met; and performing post-award contract management functions; and experience resolving contract claims and disputes; and evaluating contracting process and procedures to improve acquisition practices. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-03). Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the specialized experience qualification requirement using experience alone--no substitution of education for experience is permitted. ***Defense Acquisition Workforce Improvement Active Career Field. DoD 5000.52-M, DOD Acquisition Career Development Program contains specific requirements for acquisition categories and grade/level.
