Duties
Serve as business advisor, ensures all aspects of an acquisition are considered, including risks and incentives.
Analyze and apply procurement policies impacting a variety of programs.
Ensure evolving initiatives are reflected in evaluation methodology and documentation.
Develop solicitations and contracts consistent with supporting documents, ensures appropriate use and inclusion of clauses and provisions.
Develop acquisition strategies, and functions as lead negotiator.
Lead initial strategy and planning phases through evaluation of offers, negotiations, contract award, and contract administration.
Supervise and manage a staff of contracting officers and contract specialists.
Provide direction and leadership, and coordinates the work of the organization.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- One year trial/probationary period may be required.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years, unless specifically granted a position waiver.
- This is a DOD Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
Your resume must clearly describe the listed specialized experience or you will be rated ineligible. Your transcripts will be required as part of your application, unless exempt. Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes managing a variety of highly complex contracts through closeout and/or termination; applying procurement policies impacting a variety of programs; performing pre and post-award functions involving a variety of contract types; and leading/guiding workforce in achieving organizational goals. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-03).
Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the specialized experience qualification requirement using experience alone--no substitution of education for experience is permitted.
