Duties
Organize, and oversee the activities of the organization, developing goals and objectives that integrate organization and functional area objectives.
Serve as business advisor.
Provide advice and guidance to contracting and program officials, commanders, and other senior leaders on a wide range of procurement issues.
Identify, monitor, and resolve problems concerning availability and quality of data, adapts fact finding and analytic methods to the characteristics of studies and analyses, and assures that management and functional issues are addressed.
Develop guidance and provide advice to program managers, functional managers and contracting offices throughout all stages of the acquisition and contract performance.
Accomplish the full scope of personnel management responsibilities for the contracting activity.
Interpret, prepare, disseminate, and control contracting policies, publications, and directives, to include analysis, evaluation, and revisions, which impact the acquisition process.
Conduct comprehensive reviews of contracting products, including acquisition plans and strategies, requests for proposals, price negotiation, source selection documents, contracts, etc.
Perform oversight activities to assess the efficiency and effectiveness of contracting programs, operations, and acquisition systems.
Evaluate and coordinate on reports of inspections, inquiries, investigations, audits, and related correspondence.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- One year trial/probationary period may be required.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years, unless specifically granted a position waiver.
- This is a DOD Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

Basic Requirement for Supervisory Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience developing acquisition plans/strategies; reviewing contract administration to include proposals, price negotiation, and/or source selection; interpreting contracting policies, publications, and/or directives; implementing guidance for acquisition processes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-03).
Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the specialized experience qualification requirement using experience alone--no substitution of education for experience is permitted.
