Duties
Supports procurement-related information systems within Defense Health Agency, including ensuring user access to authorized systems..
Serves as a focal point for coordinating all actions related to DHA procurement business systems to ensure capability, compatibility, and supportability.
Serves as the focal point for all of the Procurement Directorate?s Integrated Acquisition Environment (IAE) systems.
Serves as project officer for planning and coordinating activities for the development, maintenance, and enhancement of Directorate level Acquisition System.
Ensures data quality and submits Procurement Directorate consolidated responses on issues involving Integrated Acquisition Environment (IAE) systems, including quarterly verification or validation reports.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of
employment. A background investigation and credit check are required.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position is designated as a Critical Acquisition Position (CAP)/KLP. The incumbent will be required to sign a Tenure Agreement which requires the incumbent to remain in this position for a minimum of 3 years.
- Contracting: This is a DOD Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Professional certification within 36 months as of entrance on duty.

Basic Requirement for Procurement Analyst NH-1102-4:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes assisting in managing procurement systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-3).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
