DCSA is seeking a Program Specialist to support the agency's Security Program Information Database Repository. In this role, you will ensure compliance and consistency with DoD Security policies and regulations, manage and oversee our agency's cloud-based database platform, and provide definitive technical advice, policy clarification and assistance to the Program Coordinator and DCSA's Security Programs Office senior leadership in the area of Database Security. Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
Demonstrated experience in the management and oversight of cloud-based systems.
Demonstrated experience in developing system requirements and functional lead for systems.
Demonstrated experience in developing strategic communications, training and awareness activities associated with an internal database.
Expertise in developing plans, schedules, timelines, and tracking mechanisms for an internal database to ensure the evolution of the program, evaluate progress, risks, and ensure database information integrity.
Specifically you will be evaluated on the following competencies:
Performance Management- Apply performance management concepts, principles, practices, and regulations, regarding planning, monitoring, advising on the rating and rewarding of employee performance.
Database Administration - Knowledge of the principles, methods, and tools for automating, developing, implementing, or administering database systems.
Database Management Systems - Knowledge of the uses of database management systems and software to control the organization, storage, retrieval, security, and integrity of data.
Program Management - Knowledge of design, development, implementation, delivery, and evaluation of assigned programs.
Project Management - Independently determine project/program needs; manage resources; establish timelines, action plans, and metrics; and develop and manage appropriate program(s) to meet strategic objectives.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
