Duties
The primary purpose of this position is: To serve as a Key Operational Training Infrastructure (OTI)/Modeling & Simulation (M&S) Program Analyst to the MSO Division Chief, AF Agency for Modeling and Simulation (AFAMS) and liaison with the highest levels of AF, Component Services, Joint Staff, DoD staff, Coalition, Private industry, and Academia on OIT/M&S resource activities.
Analyzes and evaluated AF LVC technical requirements, issues, processes, training impact, and program effectiveness for the improvement of technical performance, elimination of technical errors, anomalies and improper model and simulation usage which degrades training quality.
Conducts studies to recommend upgrades and improvements to training simulations and models events.
Monitors and evaluates the performance quality level of the support services contractors in the use of simulations and models.

- Must be able to obtain and maintain a Secret Clearance.
- Previous experience in AF Modeling and Simulation (M and S) warfighter operational training and (M and S) systems are highly desired.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector) Examples of specialized experience includes knowledge of Air Force Technical Operations, Air Force Training, and Command Systems to identify and define exercise support requirements and plan model architectures to support Training Objectives. Knowledge of the application of intelligence operations and training as it applies to assigned M&S programs and/or warfighter training systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the mission, roles, functions, organizational structures, and operation of DoD HQ USAF, and other Air Force organizations to provide Headquarters Air Force level staff guidance and/or conduct studies to determine and enhance M&S.
Knowledge of qualitative and quantitative techniques to apply DoD, Joint, and Department of the Air Force M&S principles, concepts, and methodologies. Knowledge of DoD Planning, Programming, Budgeting and Execution process.
Knowledge of DoD C41ISR and Intelligence community principles, techniques, and relationships.
Ability to gather, assemble and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
Ability to communicate effectively, both orally and in writing; to prepare concise written reports and briefings; negotiate complex issues; and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
