Duties
Lead a team of Technical and Quality Analysts in the work of the team. Oversees the development of policies and procedures for technical and Quality processes.
Provides guidance to Enterprise Business Systems (EBS) end users (i.e. Technical/Quality, Financial Management, Order Fulfillment, Planning, Procurement) for interpreting and applying enterprise-wide processes and procedures.
Uses critical thinking and evaluation skills to develop new or innovative approaches to technical and quality processes, systems, and resource effectiveness.
Monitors implementation and effectiveness of new or revised plans or polices affecting technical and quality operations.
Gather analyze, and summarize complex Technical and Quality data regarding past, present, and projected process activity. Builds Access Queries/Tables, combining data from sources such as, Enterprise Business Systems (EBS) and Business Intelligence.
Conduct Internal Control Reviews (ICRs) in accordance with ODS requirements, to include in-depth analysis and documentation of the review.
Prepare detailed written reports containing concise findings and innovative recommendations for improving process and policy effectiveness, and enhancing end-user training.
Conduct or participate as a senior analyst, detailed program reviews that involve evaluating, advising on, and improving the effectiveness of a broad range of supply chain programs.
Identify process gaps and assess collateral impact of a change or new solution prior to implementation.
Improve system performance in response to major Congressional, GAO, or IG investigation, internal audit and/or inspection.

Qualifications
To qualify for a Lead Technical and Quality Analyst your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.
Creditable specialized experience includes:
- Analyzing techniques and evaluating methods to investigate and research issues, which lead to the development of effective and efficient Technical and Quality solutions.
- Use surveys and studies to establish a plan of action for a new process or program.
- Providing guidance and advice to operating or management officials on policy/procedures interpretation.
- Monitoring end user compliance with policies affecting/involving functional areas.
- Communicating large or small teams to identify and resolve technical and quality process issues or problems

Substitution of education may not be used in lieu of specialized experience for this grade level.
