Duties

This is a bargaining unit position. This position is represented by AFGE. Please note that as provided for in the AFGE/VA Master Agreement the FIRST area of consideration for this position will be permanent employees of the local facility in which this position is being filled, the SECOND area of consideration will be employees at other VA facilities, and the THIRD area of consideration will be all other eligibles. The incumbent functions as part of an interdisciplinary team that incorporates all areas of historical research; collections management; oral history; historic preservation; content development education/interpretation products; and planning and management issues. The incumbent is recognized as an authority in NCA on the history of national cemeteries, memorialization benefits and policy, and of NCA itself. The incumbent conducts thorough research on these areas and, documentation and evaluation of historic and cultural properties. Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Staff may be required to work overtime, weekends and holidays when necessary to meet the needs of the administration. Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 03/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Requirement This occupational Series (History-0170) has a Basic Education Requirement: You must meet one of the following requirements: Degree: history; or related field that included at least 18 semester hours in history. OR Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education. Graduate study in the social sciences or humanities may also be credited when such study included training in historical research methodology; or the thesis approached the subject from an historical viewpoint and used professional historical research methodology and techniques in its preparation. You may qualify based on your experience, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Demonstrated experience in a position that requires knowledge of American history and historiography commensurate with a master's degree in history, including advanced knowledge of the theories, principles, and practice of historical research methodology and the ability to prepare highly professional history studies needed to support the education and management needs of the agency. Experience researching and writing test and procuring imagery for interpretive signs and educational materials designed for various audience. Practical experience conducting archival research at private and public institutions as well as in online archival resources such as Ancestry and Fold3. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary within an office or library environment. It requires reading, writing, the use of computer and telephone. Walking, and, on occasion, travel by car, airplane and train. There are occasional periods of stress associated with tight deadlines and other work demands. Education

There is a basic education requirement for this position but there is no educational substitution for experience at this grade level. A transcript must be submitted with your application to document that the basic education requirement is met.
