This position is in the Office of the Historian, Foreign Service Institute. The incumbent, under the administrative direction of the General Editor of the Foreign Relations of the United States (FRUS) series, serves as Deputy to the General Editor, guides and controls work that affects all FRUS teams, and manages key aspects in the production and publication of the FRUS series, the official documentary record of U.S. foreign policy. 

Duties

Conducts substantive reviews of FRUS compilations and volumes, focusing on historical accuracy, completeness, objectivity, scholarship, and adherence to FRUS statutory requirements. Arranges for research access to official and private records for FSI/OH historians working on FRUS volumes and compilations in highly classified and secure areas. Serves as a member of the Office's management team that advises The Department of State Historian on broad plans, strategic goals, and objectives.

Requirements

  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have the required experience or education as described below and meet any selective factors, when specified. BASIC REQUIREMENTS: Have a bachelor's or graduate degree from an accredited college or university in history; OR Have a bachelor's or graduate degree from an accredited college or university in a field related to history that included at least 18 semester hours in history; OR Have a combination of education and experience where your coursework was equivalent to a major in history, or a major in a related field, that included at least 18 semester hours in history, PLUS appropriate relevant experience OR additional education. IN ADDITION to meeting one of the basic entry qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service. Qualifying specialized experience must demonstrate the following: Experience in formal research techniques used by professional historians that demonstrates experience analyzing and evaluating historical documents while maintaining objectivity and standards of scholarship as reflected in a scholarly thesis, dissertation, article, book, or edited documentary collection. Experience in developing plans and strategies for research, selection, and editing of Foreign Relations volumes. Experience in reviewing and guiding the work of others. Experience in coordinating complex initiatives that demonstrates directing multifaceted projects and leading individuals and teams. Experience in communicating orally and in writing with multiple contacts, both within and outside the U.S. government.
