This position is in Office of Mission Support (OMS); Office of Administrative Law Judges (OALJ). About the Office of Mission Support | US EPA. This is an office-centered position*--you must physically report to the duty station stated in this announcement on a regular basis.*Work-from-home flexibilities may be authorized as described in the Benefits section.

Qualifications

To qualify for the GS-11 level, you must have one of the following: 1 year of full-time specialized experience equivalent to at least the GS-09 level defined as working under the direction of the supervisor and present legal work to for review and modification. Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; the education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position equivalent combination of education and experience To qualify for the GS-12 level, you must have 1 year of full-time specialized experience equivalent to at least the GS-11 level defined as working under the direction of the supervisor to develop approaches and solutions to problems encountered and in applying analysis practices to new situations and problem areas.  Your answers to the online assessment will be used to evaluate your competencies in the following areas:  Knowledge of legal reference sources in electronic systems, agency manuals, and reference systems Skill in summarizing and analyzing issues of fact and law in briefs, motions, transcripts, and legal memoranda Ability to prepare summaries of issues and arguments, procedural history, and legal analyses Knowledge of special programs Ability to attend required training and meetings Knowledge of legal processes (administrative litigation, Alternative Dispute Resolution, and environmental law) Knowledge of Boolean search methods sufficient to research various legal issues using computerized text searches Knowledge of contract types including various fixed-price, time and materials, indefinite delivery/indefinite quantity (IDIQ) and cost reimbursement contracts Knowledge of federal procurement laws and agency regulations Ability to conduct negotiations in the pre-award and post-award phases of contracting Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
