This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Management Analyst within HQ CECOM, Integrated Logistics Support Center, Office of the Director Chief of Staff (LAA). Performs a wide range of business planning and analysis processes that affect business operations.

Duties

Performs organizational analyses to validate activity requests for additional manpower requirements in support of new or changed missions. Reviews manpower utilization, validation and documentation. Leads or participates in CECOM or higher headquarters management, manpower staffing and/or manpower utilization studies as a team member. Provides advice and assistance to organizations in manpower documentation matters. Attends meetings as the Manpower representative and advises on manpower management issues. Formulates and presents recommendations to management officials. Conducts the review, update and final processing of TDAs to ensure documents are in agreement with manpower authorizations, study findings, and requirements documents. Reports may involve technical and/or non-technical mission and functions and associated manpower utilization/organizational issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance, or access, for duration of employment.
  • This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires Temporary Duty (TDY) travel up to 10% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the NH-02 (GS-11) level in the Federal service which includes: 1. Receiving and analyzing basic manpower regulations, directives, and program guidance; interpreting and disseminating required information to program elements; AND 2. Developing manpower policies, procedures, and methods required for accomplishing the evaluation of assigned programs and organizational management; AND 3. Developing and directing the implementation of methods to overcome potential and existing manpower inadequacies and deficiencies; AND 4. Developing presentation formats, presenting findings, conclusions, and recommendations to the appropriate managers. This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade step 1 to the highest equivalent GS-13 grade step 5 in the broadband. This position is covered by control points to account for variances in position responsibilities within the broadband. The Control Point for this position NH-03 CECOM Management Analyst is $99,200 to $133,692. Management will set the selectee's pay for this position within the control point salary range consistent with the qualifications and education of the selectee and the expected contribution for the position.
