You will serve as a Business Operations Specialist in the Infrastructure Acquistion Support Branch, of the Infrastructure Division of the Corporate Operations Department of Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV).

Duties

You will serve as an expert pertaining to contractual oversight and administration. You will serve as the Contractor's Officer Representative (COR) on contractual obligations within the division. You will plan and carry out multi-year, pre-award and post-award procurement actions sufficient to analyze difficult contracting issues and identify alternative courses of action. You will modify standard contracting procedures and terms to satisfy specialized requirements and, to solve a variety of contracting problems. You will apply contractual/financial management support functions concerning the effectiveness of the program operations such as tracking and monitoring funding documents, identifying discrepancies and recommending solutions to them. You will monitor the use and rate of expenditure of budgeted funds through continuing dialogue with program managers and their staffs.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Business-Financial Management Level 2. Certification is required within 24 months of appointment.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Identifying, analyzing, and making recommendations to resolve issues related to contract administration business projects. FOR GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing organizational business projects in order to identify procurement or production needs.
