You will serve as a PERFORMANCE ASSESSMENT REPRESENATIVE in the PUBLIC WORKS DEPARTMENT of NAVFAC SOUTHWEST. GS-11 SALARY $82,633 -$107,421 GS-9 SALARY $68,297 - $88,796

Duties

You will analyze problems and develop recommendations for corrective actions related to the Facility Support Contract performance assessment. You will identify quality deficiencies in contractor work to document and furnish proof (e.g., physical data, diagrams, photographs) of contractor performance. You will assist with the preparation of cost analysis schedules for change orders using industry/DoD standards or other appropriate cost estimating methods. You will serve as the primary contact for pest control matters and lead the development and implementation of the Pest Management policy and program. You will conduct routine assessments or periodic assessments of existing VTE systems.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Within three months of assignment to PA duties, completion of “Introduction to Performance Assessment” Parts 1 and 2 Process Driven Training (PDT) is required.
  • Within one year of assignment to PA duties, completion of “Performance Assessment Workshop” classroom training is required.
  • Within one year of assignment to PA duties, Contracts Training Center (CTC) 337 - Facility Support Contracting offered through Naval Facilities Acquisition Center for Training (NFACT) is highly recommended.

Qualifications

FOR THE GS-11 POSITION: Your resume must demonstrate at least one year of specialized experience at or equivalent to the 09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as a technical advisor on the assessment process; 2) Developing performance assessment contract criteria and preparing assessment plans, contract specifications and reports; 3) Monitoring contractor performance on contracts (i.e. service and minor construction) to confirm contractor's performance meets contract specifications; 4) Preparing cost analysis and estimates; and 5) Analyzing problems and developing recommendations for corrective actions related to Facility Support Contracts (FSC) performance assessment. NOTE: This information must be supported in your resume to be considered for the position. FOR THE GS-9 POSITION: Your resume must demonstrate at least one year of specialized experience at or equivalent to the 07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with the performance assessment processes, standards and procedures, associated documentation and Facility Support Contracts (FSC) contracts/task orders; 2) Analyzing problems and developing recommendations for corrective actions related to Facility Support Contracts (FSC) performance assessment; and 3) Understanding Public Works organization structure, military command structure, mission, programs, and organization relationships plus a thorough knowledge of the military facilities planning, acquisition and management process. Education

For The GS-11:
Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
