You will serve as a STRATEGY AND FUTURE REQUIREMENTS MANAGER in the NAVY CLOSURE TASK FORCE - RED HILL (NCTF-RH) of COMMANDER NAVY REGION HAWAII. Salary range: GS-13: $107,809 - $140,155 per annum GS-14: $127,397 - $165,619 per annum

Duties

You lead the development of financial and manpower planning analyses to develop, communicate, and assess the status of resource planning strategies. You will advise senior leaders on new mission requirements or business processes needed to accomplish an organization's strategic objectives. You will oversee implementation of business process changes related to the planning, management and execution of resources for business related functions. You will advise high-level managers on functional responsibility to define issues and problems that impact the organization. You will develop, modify, and manage multi-year strategic plans and yearly implementation plans to accomplish command goals and objectives.

Qualifications

GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Use knowledge in facility investment strategy, plans and programs, best business practices, business management, efficiency initiatives and cost reduction plans to advise management; 2) Coordinate the development and implementation of an effective strategic plan and monitoring progress towards goals; 3) Coordinate development of an effective metrics program, process for problem resolution and improvement, establishment of best business practices program, and ensure an effective contract acquisition-management program; 4) Apply knowledge of the Navy's Planning, Programming and Budgeting Execution Systems (PPBES) including knowledge of financial and manpower practices and terminology; and 5) Develop, select and apply a wide-range of pre and post-acquisition support processes, and program analysis techniques that enable the incumbent to plan and direct major analysis projects encompassing a wide variety of interrelated but distinct business, financial, resource and managerial issues. Specialized experience must demonstrate the following: 1) Provide advice and guidance to the command on strategic planning, future and long range planning, existing business processes and process improvements; 2) Assist in coordinating the development of an effective metrics program, process for problem resolution and improvement, establishment of best business practices program, and ensure an effective contract acquisition-management program; and 3) Conduct evaluation of issues of financial consequence raised in reports and recommends alternative for corrective action.
