Duties
As Facility Operations Specialist, the incumbent is responsible for the overall management, control, coordination, and execution of any and all projects associated with the maintenance and modernization of the DEVCOM HQ buildings.
Responsible for maintaining space assignment plan for DEVCOM HQ including execution of surveys, defining, and defending rationale for assignment, and execution of furniture procurement and personnel moves to implement space assignment plan.
Develop work orders in support of the annual Garrison AWP tasker as well as DEVCOM HQ funded efforts to maintain and modernize.
Submit and track progress of service orders as well as outside contracts for snow removal, lawn mowing, custodial services, and support services to ensure a safe work environment.
Develop and execute plans to adjust to Army’s ever-changing requirements and changes in provided services to ensure a safe work environment.
Serves as the primary organizational point-of-contact for DEVCOM HQ staff, Garrison, USACE, and contractors with all these related to the operations and safe occupancy of the DEVCOM HQ buildings.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met.

Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal Service which includes 1) Managing physical space utilization, conducting site surveys, managing alteration and construction projects; 2) Coordinates and oversees assigned projects with contractors, customers, DPW and USACE for each project; 3) Ensures early identification of customer problems or issues and facilitates the resolution of identified problems or issues in the most appropriate manner

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
There is no substitution of education for specialized expereince at this grade level.
