Duties
Serves as direct supervisor of government facilities, equipment management, and logistics staff.
Serves as supervisor of staff primarily focused on improving and maintaining facilities and Infrastructure as well as property accountability.
Serves as Directorate lead responsible for coordinating and contributing Directorate input to the Center?s enterprise facility master plan.
Coordinates and communicates Directorate positions on major projects and policies to include defending major facility construction or renovation projects; obtaining priority for external funding.
Assists with resolution to contractual issues with a project managed by DPW, Army Corps of Engineers, or contractor; space management for laboratories and administrative space.
Coordinates Directorate?s position on new facility regulatory policies; proposed legislation; and other similar activities.
Acquires, establishes, repurposes, and/or recapitalizes laboratories and other facilities necessary to meet the current and emerging needs of the C5ISR mission, in coordination with C5ISR Center HQs staff.
Manages property accountability based on authoritative statutes, regulations, and policies.
Manages SLOCs for the ESI and RTI Directorates on APG, Adelphi, and JBMDL.
Processes the turn-in of equipment that is no longer required to support the Mission; Supports SCIF equipment entry and Equipment form system requirements.
Maintains shipping and receiving for equipment; Coordinates the processing of FLIPLs; and more.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement up to 25% of the time. NOTE: Position requires travel on short notice (i.e., less than 24 hours' notice.
- A Single Scope Background Investigation is required for TS/SCI access and must be completed prior to hiring and periodically thereafter.
- This is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.
- One-year supervisory trial/probationary period may be required unless previously completed.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- Persons born after 31 December 1959 and assigned the gender of male at birth must be registered for Selective Service.
- This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.
- Commensurate with mission requirements, the incumbent can be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.
Qualifications
This position is subject to a salary control point at a base pay of not less than the salary associated with GS-14 step 10 on the OPM base pay table. As such, while the incumbent in this broadband position's base pay is permitted to grow to the level associated with GS-15 step 10 on the OPM base pay table, an incumbent's annual performance will determine if the employee's rate of salary progression is maintained, slowed, or stopped after base pay reaches and/or exceeds the salary control point.

One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-03 pay band (GS-13 level) in the Federal Service which includes experience in one or more of the following areas:
1. Experience with research and development laboratory facility and infrastructure requirements; 2. Experience with sensitive compartmented information facility (SCIF) infrastructure; 3. Knowledge and experience with property and equipment management and accountability; 4. Exercising significant responsibilities in advising management officials or senior leaders on property facility regulations, procedures or practices.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
